This is a story of how one California County called forth community strengths and resources toaddress its urgent mental health care issues. This effort was in direct response to local and nation-al budget cutbacks and President Bush's call for mental health care system transformation in theNew Freedom Commission Report from July 2003. The Mental Health Summit was designed toenable systemic, sustainable changes using community actions and resources to meet the mentalhealth care needs of Santa Cruz County
