Abstract

There were risks and successes in taking appreciative and strengthbased actions in local authorities that were subject to governmental intervention or other special measures. Adaptable leaders courageously made difficult choices by concentrating as much on what was working well as on reducing the failure and deficits that inspectors and regulators often concentrated on. This article highlights the outcomes achieved by leaders who demonstrated that resilience in those challenging environments.
